মেঘনা বিধৌত রায়পুর উপজেলা ও পাশ্ববর্তী অঞ্চলের সাধারন মানুষের উচ্চ শিক্ষা লাভের পথ সুগম ও প্রশস্ত কারার উদ্দেশ্যে এলাকার বিদ্যোৎসাহী ও দানশীল ব্যক্তিবর্গের উদ্যোগ ও পৃষ্ঠপোষকতায় ১৯৭০ সালে “রায়পুর কলেজ”প্রতিষ্ঠিত হয়। প্রতিষ্ঠালগ্নে উচ্চ মাধ্যমিক স্তর পর্যন্ত খোলা হলেও পরবর্তী পর্যায়ে ১৯৮২ সালে এ কলেজে ডিগ্রি (পাস) কোর্স খোলা হয়। ১৯৮৭ সালে “রায়পুর সরকারি ডিগ্রি কলেজ” সরকারিকরণ করা হয়।
